The Submarine Tender Ceara, was the second Brazilian Navy ship to bear this name in honor of the State of Ceará. By Law No. 2636 of December 27, 1912, with the inclusion of a Submersible Tender in the Naval Program authorized by Law No. 1296 of December 14, 1904 was authorized. its construction to the Cantieri Navale Fiat San Giorgio, in La Spezia, Italy. It had its keel laid on July 15, 1913, and was launched on September 7, 1915. On October 16, 1916 the same was handed over to the Brazilian Navy, represented by Lieutenant Captain Álvaro Rodrigues de Vasconcellos.
Tender Ceara operated with the Submarine Flotilla when was incorporated into the Northeast Naval Force, based at Recife with four submarines. She was very active in the training of escorts to convoys, antisubmarine tactics for surface units and aircraft, along with US 4th Fleet units against Axis forces.
